Main Points of Nehru Report-1928

Dominion Status
Dominion status that is Parliament
form of government should be awarded to India

Bi-cameral Legislature System
Recommended bi-cameral
legislature comprising of House of Parliament (500 members, 5 years) and Senate
(200 members, 7 years)
3. Constitutional Head of India
The constitutional head of India would be Governor-General of India and enjoy the same capacity of power as exercised by the British Crown.

Electoral System
There will be a Joint Electorate system-meaning
there will be no separate electoral system for the minorities because such
action will raise the communal sentiments.

Judiciary and Executive
Both judiciary and the executive are
independent of each other.

State Religion
At the state level, there will be no religion

Citizens’ Rights
Women rights will be parallel in line with
the men.

Form of Government
The federal form of Government will be for the
state with residuary power vested in the center.

Provinces should not allow implementing/adopt a system of

Reasons for vehemently Rejection by Indian Muslims
Amendments by Muhammad Ali Jinnah, Muslim League
1. Muslim representation in Central Legislation should be
at least one-third
2. In the presence of adult suffrage Punjab and Bengal
should be reserved seats for the Muslims in accordance with their proportion to
population until adult suffrage will be established.
3. Agreed with the Federal form of Government with the objection that residuary powers should be vested in provinces rather than the center.
4. Independent/separate status of a province should be
assign to Sindh immediately, and reforms should be introduced in Baluchistan
and NWFP without delay.
